File As doesn't file correctly

I am using a trial version of Office Professional 2003
and my contacts are filed by the last name, first name
correctly as an Address Card. However when I pull up the
Address Book using the "TO" in a new message all the name
are alphabetically sorted by "first name" How can I
change that?
 
Configure the Outlook Address Book to sort by the File As field.
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change. > Set your sort order there
 
It works fine and the setting has nothing to do with how the Contacts Folder
itself is sorted. Look for reasons why it is not working for you. The two
most common reasons are: your File As... field isn't configured the way you
want the OAB to sort, or you failed to restart the OAB after you changed the
setting.

accessing the Contact List/Address Book when addressing an email. It works
for displaying all contacts when opening the Contacts Folder shown with
other folders in the left hand side of the Outlook box but that doesn't seem
to translate to the To: part of addressing an email. Any other ideas?

No it doesn't. Shutting down Outlook will work. You obviously have something
that is keeping Outlook from exiting completely.
