File and transfer program does what, exactly

I have a new PC with a new installation of WinXP.

I'm using the File and Settings transfer wizard to copy all my files and
settings from the old PC to the new one.

When I use F&STW to install the soft to the new PC, the programs don't
install. All my files are there, but Act!, Palm Desktop, Zone Alarm,
Eudora, Norton Systemworks -- none of the program files are there.

Doesn't the file transfer wizard copy and install programs as well? All of
the software can't be incompatible -- it's gotta be something else.

Also, my standard window keyboard is not being recongized. the serial
connector is fine, and it works ok with the old PC (otherwise I wouldn't be
typing this), but the new box and XP don't see it. It worked for a while
but now it doesn't. Any tricks up your sleeves to get these two to work and
play well together?

The Files and Settings Transfer Wizard will transfers files and
settings...not programs. If you want to run a program under Windows XP,
you'll have to install it.

Why the heck doesn't Microsoft just come out and say this? All the
literature talks about how easy it is to transfer everything to XP. Jeez
.... all the time I've wasted thinking that I've done something wrong.
