file and directory permissions

I am using XP Home for the first time, but am familiar
with 2000Pro. I like to install some programs in a limited
account that need write permission into directories that
normally are off-limits for writing by a limited account.
Does the Home edition allow you to change file and
directory permissions, and if so, where does one find this
in XP? I have looked but cannot find it. We have XP Pro at
work, and it shows up in the usual place, so I am
wondering if XP Home even has the capability. And yes the
drive is NTFS. Also, there is no Local Security Policy
snap-in under Administrative Tools or under MMC. Thanks in
advance.

To set, view, change, or remove file and folder permissions:

1. Open Windows Explorer, and then locate the file or folder for which you want to set permissions.
2. Right-click the file or folder, click Properties, and then click the Security tab.
3. Do one of the following:
--To set permissions for a group or user that does not appear in the Group or user names box, click Add.
Type the name of the group or user you want to set permissions for and then click OK.
--To change or remove permissions from an existing group or user, click the name of the group or user.
4. Do one of the following:
--To allow or deny a permission, in the Permissions for User or Group box, select the Allow or Deny check
box
-- To remove the group or user from the Group or user names box, click Remove.

Like I indicated the first time, there is no security tab, there is no local security policy manager, nothing. However, since I wrote the first time, and after looking at all of the other people having file security problems, I took somebody's hint, checked if there was a security tab when in safe mode, and there it was. So, the question is, is this the way XP Home works, or is something wrong? I would expect to be able to access file and directory permission lists as an administrator within the normal operation mode, rather than thru a safe mode.

If you're running XP Home, Simple File Sharing is enforced by default and cannot be disabled.
You must boot the computer into Safe Mode and log in with the Administrator account,
in order to see the Security tab
