File access is Denied

i am trying to transfer my contact from my old computer outlook to my new
computer window7 outlook.

full message is file access is denied. you do not have permission to
required to access E/outlook.pst

Is E your CD/DVD drive?
Copy the pst file into your Documents, check that the Read-Only attribute is
off then open the pst file in Outlook. (Do NOT import)
