If you have adminstration privilage then you can open
Control panel - Administration Tools - Computer Management - Disk Management
Select the drive you want to format.

Unless it's the boot partition they want to format. Then you need to boot
from the CD :-)
 
fdisk is a OOOLD dos program. to format drives in NTFS you need to use the tool in the setup built in.

Not at all - you can boot with a W98 floppy boot disk and use Fdisk on
"non-dos partitions"

FDisk is an old MS-DOS utility that is not available in WinXP.

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)
