I have a new, unpartitioned 60 GB USB2 external hard
drive. The drive has not been partitioned or formated. How
do I find fdisk in XP?

You don't - it doesn't exist. Assuming the drive is visible in My Computer;
click start > All Programs > Accessories > Computer Management > Disk
Management and right click the drive.

The other instructions can be found in the console help.

I plug in a new external 60 GB USB2 Drive into my USB port
and thee OS recognizes the new drive and loads the driver.
I can see the drive in the control panet > system > System
devices and it correctly identifies the drive and says it
is working ok. It does not show up as a device in My
Computer. A thumb disk in the same port works fine so I
know the port is USB 2 and works.

The problem is that it shows up as a proper device
everywhere except in MY Computer.

You need to partition and format the drive, hard drives are not assigned drive letters, partitions are, new drives have no
partitions, thus no drive letter for the drive.

Greetings --

The hard drive cannot appear in Windows Explorer or My Computer
until it has been partitioned and formatted. Right-click My Computer
Manage > Disk Management. Create and format partition(s) on the
second hard drive as desired.
