fdisk and format under win xp

xp sees the hard drive, but doesn't show a drive letter
for the drive. How do I fdisk and format the drive to
have access to the drive

This being a second drive you just installed?

Control Panel - Admin Tools - Computer Management, select Disk
Management and look lower right for the graphic of the drive. R-click
in the Unallocated space and take Create partition, going on to Format
it
