FBA advances clock by 1 hour

I am running XPe on an SBS Technologies model VR7 single
board computer(SBC). When the FBA runs on the SBC, it
always advances the system clock by 1 hour. I'm not sure
if the problem is in the FBA or the computer.

Has anyone seen this problem before?

Yep, this is a common one and is related to daylight
savings time.
 
Running XPe sets the system clock, apparently in hardware, ahead by
several hours at each invocation. Whether each invocation of FBA or
subsequent startups, I do not know. How can this be prevented? The
target is the desktop running from a second HD.
