Fax several documents to same recipient

How can I set up a queqe so that a series of documents gets faxed to a single recipient under a single cover page? I considered setting up a master document, but that solution seems excessively convoluted. There is probably a simpler way.

If not, however, then what is the easiest procedure for combining independent documents into a master document? Must I outline the master document separately and then merge the subdocuments?
 
The native Send Fax Wizard does not support this. The only way to achieve it
is to fax from Outlook.

From the help documentation in Outlook 2003, I gather
that you have to use a fax service, since Outlook 2003
only allows sending a fax note on a cover page. Is that
correct?

You can fax as many documents as you like as attachments to an Outlook
message.

How? Could you refer me to where the steps are laid out?
It doesn't seem to be in the Outlook Help file. If I
create a mail message and print to fax, the procedure does
not convert an attachment to the mail message to a faxed
page. Is there some kind of message other than a "mail
message"?

the attachments are not among the pages imaged. Is there
a file laying out a step-by-step procedure?
