Fax Service Area Codes

Hi just wondering if I setup a Fax service on SBS in Area A

Area B users RDP in and use fax service based on Area A.

Area A is long distance to Area B but Area B users do not assume this

The enter a 7 digit local fax number and it fails.

How can I accommodate their behavior?

Why wouldn't you use dialing rules to handle this? Why wouldn't you post to
an SBS group about this?
