I can't reproduce your findings, nor have I seen similar reports. The only
behavior I've ever seen is that all the unsent faxes in the outbox will be
automatically restarted after 10 minutes. During this period restart option
will be disabled. After trying
for 3 times, it will go to Restart Exceeded state and restart option will
be enabled.

Everything that WAS gray IS gray.
Of course, by now, I could have printed it and resent it!

I'm sure he meant 10 retries, retry after one minute.
Anyway, I'm having a similar problem.
Set for THREE retries, TEN MINUTES apart.
It tried three times.
FAX Monitor:
! NO ANSWER
! NO ANSWER
! NO ANSWER
X The attempt to send the fax failed.
FAX Console:
So, now it is in my Outbox; Status shows "Retrying" (although it isn't,
and
hasn't for over an hour). The Extended Status shows "No answer".
The Restart and Resume buttons are both grayed out on the toolbar, and
are
also grayed out (thus unselectable) in the File menu.
