My XP Home Edition came with Microsoft Fax Console, Version 5.1 that enables
me to send and receive fax's. Have you checked in
Programs/Accessories/Communications/fax?

You'll need to install Microsoft FaxNot there.
Control panel-->Add or Remove Programs-->Add/Remove Windows Components
check "Fax Services"-->Next--- Follow instructions. You may need WindowsXP
install CD.
