Is it possible to send and receive faxes over a cable broadband LAN? I hope
I'm not contradicting myself.

In short, no (Not as Faxes.)

You can, sort of, maybe, if you subscribe to a FAX service. This gets into
more complexities than I care to mention.

A Fax is really a method of transmitting something in a fax data format over
a phone line. With a filter, most DSL lines will allow you to send a fax
over the analog service (voice) connection.
 
Fax uses phone lines. The only way you can send and receive Faxes over
cable broadband is to hire an Internet E-Faxing service:
