When I send a fax via Outlook through SBS2003 and add a note (email message
body) the fax server breaks the message body onto a new page. When I look
at the cover page in the server management console, the cover page template
shows the "note" on the cover page. How can I get the fax to have only one
page if I am just sending a short note?

You can't. Outlook has never been able to place a note on the Cover Page,
and by the looks of it, never will.

FYI:
To place the "note " in the notes coverpage you can use the Send Fax Wizard.
The send fax wizard can be launched from:-
Start->All Programs->Accessories->Communication->Fax->Send a Fax...

Of course. The Send Fax Wizard can place a note on the Cover Page. In fact,
that's all it CAN do.
But that was not the question. We're talking about Outlook here.
