fax console blocked by firewall

Am having a lot of problems with xp. Have been trying to use dial up to send
fax using fax console. Either the windows ot norton firewall seems to be
constantly overriding and disconnecting whenever i attempt connection at
17sec. Does anyone have any suggestions

As firewalls usually do not go around making and breaking dial-up
connections and simply manage them where they are present, what makes you
think a firewall is the source of these problems?
