It was posted successfully and answered. Turn the modem speaker on and
ensure that when faxing, you hear a dialtone and the dialing sequence. If
you then get a "line busy" response, the line is busy or their phone's off
the hook.
You may possibly have the wrong number; if you cannot get through you might
call the owner of the fax number to verify it and see if they are aware of a
problem.
In your other post it sounded like you were trying to fax via a dialup
internet connection. This won't work as faxing does not use the Internet.
Were you to try this you'd most likely get "cannot open port" or "no
dialtone" messages.
If you were trying to fax to your own number you might well get a 'busy'
message.
To verify that your gear is working properly, find a friend with a fax
machine and send a test fax to it at a time when you know that the lines are
not busy. This of course cannot be on the same line you are using.
