I need to write to the favorites html file once in a while to synchronize

IE does not store Favorites in an HTML file. Each favorite is a separate
file in the Favorites folder for your user ID in Documents and Settings.

You really need to visit Windows update. Your installation of WinXP is very
old and has lots of security holes.

Got it.
So can I always sync to a bookmark.html file and then import in IE using the
Import wizard?
Will that overwrite current IE favorites or just add duplicates if already
in IE?

Export from IE to an htm file. Import from that. It will not delete
existing favorites, but back them up by exporting them before the import.

IE stores the favorites in separate .URL files, in this location (for XP)

%userprofile%\favorites

Frank, Incidentally, since you mentiond it in your reply:
1) How do you know my install of Win XP is old and needs updating?
2) The problem is that almost everytime I do install Windows updates, I end
up having to uninstall them as they mess up/slow down my system. It is very
frustrating.... I am all for security but if not I lose functionality or
speed; and not if it clutters, confuses the OS even more. That is what
happens most of the time. Any comments? Is there anything I can do to fix
that?

1. From your headers you are running version 6.00.2600.000, which is the
first release of OE.
2. If you are losing functionality it is almost certainly because of some
malware installed on your computer.

What You Should Know About Spyware
http://www.microsoft.com/athome/security/spyware/devioussoftware.mspx

CAUTION!!!!! Before you try to remove spyware using any of these programs ,
download a copy of LSPFIX from any of the following sites:
http://www.cexx.org/lspfix.htm
http://www.spychecker.com/program/winsockxpfix.html
(if your OS is Win2k or XP) The process of removing certain malware may kill
your internet connection. If this should occur, this program, LSPFIX, will
enable you to regain your connection.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
than just those two programs. CWShredder is also available here:

Frank, I assure you my computer is CLEAN.
I have very strict security--both AV PC-Cillin (+ I have just done
additional online scans with Panda Softeare and Symantec) and Spyware
programs (including Ad-Aware, Spybot, PestPatrol, SpywareBlaster and BOClean
(the best) which works at low level of OS.
AND, I just underwent a complete clean up once again.
My computer is as clean as I can probably get it at the moment.
What now..?
