Favorite Folders

I have internet links to various sites in subject folders.
I find that when I try to open these folder to reveal the
link address icons they become locked and will not open.
any advice on how to repair
 
No information about how long this has been a problem.
No information about operating system.
No information about whether updates were recently installed.
No information about other system changes that may have recently happened.
