Faulty PSU?

I just purchased an Akasa Ultra quiet Active PFC 500 watts PSU

It fits into my system perfectly fine. All the connectors in the right
place etc.

The problem is, at the instant when I power the socket supply, the PSU
begins to 'whine' and the fan begins to 'flick' around, a couple of
revolutions at a time (all this happens before I go anywhere near my
computer power switch). The light on the front of my computer also
'flickers' correspondingly. When pressing the power switch on the
computer, nothing. The fan just continues to flick and the light
flicker.

This leads me to believe there is something wrong within the power
supply. Can anyone shed any light on it? I am asking for a
replacement, or should I go for another supply entirely?

Looks like it is faulty, it shouldnt be doing that.
 
The problem with "inexpensive" non-brand name PSU's is that they keep the
price that low by using inferior parts that do not hold up well. Buyer
beware...

Appreciate why a supply powers on. Observe this by monitoring
voltage on green wire (from motherboard to power supply). When this
voltage is less than 0.8 volts, then power supply is ordered to and
therefore powers on. But what happens when AC electric first connects
to power supply? Well that green wire voltage is still low for a
short time. While that green wire voltage is low, then power supply
starts to power on. But as that green wire voltage rises, then power
supply is ordered to turn off. You see power supply first start to
power on (as ordered by green wire) and then power off (as green wire
voltage rises). Nothing complex about this.

Some motherboards will permit that green wire voltage to rise
faster. Don't worry about it once you have seen that is indeed what
is happening.
