Fatal stop error C000021A 0x00000080 on windows 2000 Term Svcs

We installed an activeX component for a Windows 2000 terminal server (an
application required it). When the server rebooted it comes up with the
fatal stop error C000021a 0x00000080 and continuously reboots regardless of
what mode we select (safe or otherwise). My best guess since we can't get
to the log-on prompt is for us to use the repair feature of the installation
CD.
Does the group have any other suggestions.
