fat32 cannot lock current drive

ran chkdsk /f and got a error message,the type of file sytem FAT32 cannot lock current drive.chkdsk cannot run because the volume is in use by another process.would you like to schedule this volume to be checked the next time system restarts Y/N? I type yes and restart and it still comes up cannot lock current drive.help me Please

use convert.exe at a dos prompt and convert the drive to ntfs
example....convert c: /fs:ntfs
