Fastnet 99 Runtime Error '75'

Er, I don't really know exactly what I'm doing but I've got Fastnet 99
installed on my computer and I downloaded a hosts file from:

http://www.mvps.org/winhelp2002/hosts.htm

and then used the 'Import' function of Fastnet to try and merge it
with my existing hosts file - at wwhich point I got an error message:
Runtime '75'.

Can anyone tell me what this means please? Is Fastnet 99 worth having?
Are there any similar programs?

I gave up on Fastnet99. I do not know if it is fixed but if you mistakenly
asked it to verify addresses it would substitute valid IP addresses making
the blocking function of the HOSTS file useless.

I use HOSTESS to manage/merge HOSTS files as it will remove duplicates like
Fastnet99.

I use Proxomitron anyway and in the link you gave it says:
I updated the hosts file today. There are now a total of 17776 hosts.
Thanks to everyone who made contributions over the last few days!
For those who don't know, to use host all you have to do is save the
file to C:\Windows if you are using Win95/98/Me
or to c:\Winnt\system32\drivers\etc if you are running WinNT/2K/XP.

Could you (or anyone) tell me what the 'etc' in the above path should
be?

I don't want to start a "Who's on first?" dialog but 'etc' is the name of
the directory.
