Fast User Switch won't "stick" between restarts

I can set fast user switching and it will allow between 2 accounts I have on
my system - but this feature is not retained when I restart the system. I
have to go back into User Accounts etc and set the flag again.
 
Click Start, Run and type Services.msc
Double-click "Terminal Services" from the list
Set it's Startup type to "Manual"
Close Services.msc applet and restart Windows.

Now, try enabling Welcome Screen and Fast User Switching.

type of "Manual". Any other suggestions?
 
Is Terminal services running?

If you have Windows XP Professional installed, you may see which application
is turning FUS off.

The registry key is:

HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \
Winlogon

Value name is "AllowMultipleTSSessions"
