Because it's hidden itself someplace like a temp file.
Assuming everthing is updated: Antivirus, MSAS, OS, etc.
Try this:
Send a spyware report to MS about this, menu tools.
Download/install Ccleaner
http://www.ccleaner.com/
Restart in safe mode, press F8 during reboot.
Run Ccleaner, this removes all temporarily junk.
Run MSAS, choose fullscan: To select full scan in MSAS,
on the scan page choose scan options > Full system scan.
Restart
If you are running SP2, open IE--->Tools--->Manage Add-
ons, and uncheck any BHO's that you don't recognize.
