What are the 'fixed' row numbers (1,2,3etc) called that run along vertically
from top to bottom on the left side of an excell document

They are called Row Headings.

They are the row numbers. You use them to reference cells. For example:

=B9+23

is a formula that will add 23 to the cell in column B, row 9.
