Yep, already been through that FAQ (as well as most of the rest of the MSDN
on-line documentation).
Some other newsgroups in which I've participated had their own FAQs, and the
recommendation to newbies is to read the FAQ before posting any questions
which may have been answered before. So, I'm just trying to comply with
accepted newsgroup etiquette...

This NG (as well as any microsoft.public.* newsgroup) is maintain and moderated by Microsoft.
These couple links will explain you how to deal with the MS public NGs.

I currently use Outlook Express for connecting to HP's news server. I just
tried adding an account in Outlook Express for news.microsoft.com. When I
tried to download the news groups, I got an error saying that it could not
connect to the server. Do you have to log into the MS server?

I'm using news.microsoft.com and it is working without any passwords.
Perhaps some company firewall is preventing you from using it?
Try it from home.
