Fan Speed Control via software

Hi,
I almost ready to give up. I've got a setup that allows control of cpu fan
speed. With my mobo's software it is full speed ahead unless, i manually set
it otherwise. How Undynamical!
The other software, a bit better is "speed fan". Almost the same with a few
more options, like reacting to a temperature I set.
The problem here is, not enough dynamics to maximize what could be done ie:
5% fan speed increase to 5 F degrees cpu heat increase etc.
I know it would work, because i can set my fan manually to many settings. Is
there any software out there that does the aforementioned? Any at all? Even
a dll as a system file (like a pc i had with 120mm fan by compaq) without my
interaction.
Thanks ..
I am willing to pay someone who knows about this stuff to make something
work....
The ingredients are there for something decent and there is nothing I can
find.

The T-Balancer is a hardware device, with temperature inputs
and fan header outputs. On this page, you can see it has
a graphical "response" specification, and you can make any
piecewise linear response you want.

AFAIK, this is using your processor, to collect the measurements
and set the output fan speed. I think the interface is USB to the
rest of the computer.
