Fan continuously switching on

I have a Toshiba Satelite 1100 and the fan keeps turning
on and off. I have become conscious of this happening a
lot more recently.

What could this be?
 
This laptop was designed that the fan only turns on when the temperature
rises to a level that requires it to switch on and will switch back off when
cool enough.
You may have a problem as one I have of that model doesnt ever come on
to my memory except that I checked it to ensure it worked once and it did.
So you may be getting to hot generally causing it to come in more often.

Try cleaning the innards of your laptop, if you feel comfortable
opening it up. If it is under warranty, opening it up will
probably void the warranty. And, there are delicate things inside
a laptop, so don't open it up unless you understand the dangers
of static.

As a relatively safe procedure, you might just blow air into the
intake and exhaust grills. I've brought my Toshiba laptop back to
life this way.
