there was smoke coming from the fan smell like burning.

was the smoke coming from the heatsink fan ?

check the connections and that the heatsink is seated properly

smoke coming from any area of the PC is BAD.
Where exactly was the somke coming from...the fan, CPU, motherboard, other component?

I think the fan but i am not sure since it was'nt my pc.

If it was the fan or the heatsink can this be fix. But i am not sure if this has damage the motherboard aswell.

The pc will not come on at all.

Chances are that if it won't even start, then one of the mobo components was seriously damaged

If it was just a fan that burnt out, the PC should still start (unless the CPU burnt out as a side effect!).

Was the fan in question the one sitting on the processor?
