Failure to Format

I have recently had several Toshiba 2.5 hard drive disk that will not format
unless you have them connected to the Pri/Sec cable as master. For instance,
I have an external USB 2.0 hard drive adapter and I can use it to format a
normal sized hard drive (and other 2.5 laptop hard drives) with out issues.
I have recently had a string of drives from Dell, (Toshiba) that will not
format. It gets to 100% done and I get a error "Drive Did Not format
successfully". When installing XP from CD and formatting the partition, I
get about 80% and the format fails. I put the drive in another system as
Primary and run Format and it will format. I take the same drive out and put
it on a USB adapter and it won't format. Says drive did not format
successfully. I have 2 hard drives that are from Dell and both does the same
thing.
Also, I have a D800 ghost image and it two will not install, Neither will
using Partition magic format the drive. I can do regular 5.5 inch hard
drives without issue with the same interface. Can anyone shed light on this?
