Failure of ".cgi" on any browser

No matter the browsers I use websites are not showing ".cgi" pictures.
Instead there is a small "x". When I right click the "x" & enter properties
on the tab it states it is a ".cgi". This is especially true w/ eBay.
I have just changed my operating system from 2000 to XP & it still happens.
Everything is set @ default, have been thru all of the help tutorials, etc.
to no avail.
This is extremely frustrating & any help you can give will be greatly
appreciated.

If you are using ZoneAlarm, go to control center click on privacy click main
tab if main is not already default then set ad blocking to off. That should
take care of the problem.

Thank You for the input. I am running Zone Alarm Pro so you offered a good
solution, however it didn't solve the problem. I already tried it & re-tried
again after your post. Even w/o safeguards or w/ safeguards set below default
I am still unable to receive ".cgi".
