Fails to load secure web site, and windows update

I've hunted high and low for the answer to this question.
Basically, i am a computer tecnichian and i come across this problem quite
often.
Internet Explorer will not load secure web sites, or windows update. Mozilla
will load the sites fine (cept windows update).
Now sometimes this can be fixed by re-installing IE6 SP1, however if you are
running windows XP SP2 then there seems to be no way to just re-install IE.
There MUST be an answer to this, and the amount of time's I've seen it there
must be heaps more people out there who have seen this problem.
I've tried all the usuall tricks (deleting temp files, cookies e.t.c.) but
to no avail.
There Has to be an answer for this rather than Re-installing windows
compleatly. Because this is what i have done in the past to fix this problem,
but i think this is over kill.
I can't be sure about all the other computers, but i know with the currant
one i'm having this problem with, i did (before this prob arised), remove a
bunch of add/spyware, i think this has somthing to do with it, but i can't be
sure.

Any help would be greatly apriciated as i come across this problem regulaly
and a quick fox would be nice to have!

For the Windows Update issue... Disable the firewall and other security
programs (temporarily.) Try placing *.microsoft.com in Trusted sites.
