Failing to open second browser window

While running IE6, with SP1, there are times when I click
on a button on the webpage, expect another window to
appear, and nothing happens. A perfect example is trying
to post this question. From the MS newsgroup referenced by:

I clicked on the button, "NEW POST", and nothing happens.
I go to the same URL using Netscape, and the button works
which is how I am writing this posting.

This is a fairly common and very repeatable occurrence. I
have reload the Sun JVM and tried to run it (tools/internet
options/advanced). I tried to reload SP1, but I have
already loaded security patches and it will not overwrite
the current version. I do not know how to uninstall IE 6
and start over.

Any thoughts ?
 
I found this knowledge base article:

which did allow me to change the registry and make XP think
that IE6 was not installed. I began to "reinstall" IE
from the download off the MS web site. About 10% into the
reinstall, I see an error message that the SW was not
certified by Microsoft (?) and it would not be installed.
So, I'm back to the beginning.

The knowledge base did suggest another method which I will
try at home tonight of running scannow...
 
1. Click [Start] [Run] type:
(Press Enter after each command)
Regsvr32 /i URLMON.DLL
Regsvr32 /i shdocvw.dll
Regsvr32 actxprxy.dll

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings]

If this does not help, run this fix:
