After reinstall of Outlook 2002 and setting my account I get a small window
stating "The
operation failed" when hitting send/recieve.

Though, when checking the connectivity during account setup it does come up
successfully and complete and the test mail is returned?

I've had this happen to me in the past. In my experience, it was because I
had a PDA sync'd in the cradle and could not actually get Activesync to
disconnect from Outlook. Are you syncing a device to your PC during the
time you experience this? If so, make sure you don't have the device in the
cradle.

Another next step I've taken is to go into the device manager and kill
Outlook.exe's process if it was still running. Here's how you'd do that:

Quickest way to access the task manager is to press CTRL+SHIFT+ESC.
When task manager opens, select the processes tab.
In the image name column, look for OUTLOOK.EXE
Select OUTLOOK.EXE and click End Process
You will get a task manager warning, asking if you are sure. Click Yes.
After the process is closed, re-open Outlook and see if you can Send/Recieve
your mail.

Also, as Curtis mentioned, make sure you're running the latest service pack
of Office. This will make sure you've got the best updates and bug fixes on
your system. :-)

Hope that helps!
