Failed to open Group Policy Object

I am getting this error msg when I try and open a Group Policy to edit it.
Failed to Open Group Policy Object. You may not have appropriate rights. Has
anyone seen this? Can anyone tell me how to resolve this problem.

It could be a lot of things - What does your application log say on the DC
which is throwing this error? Also, are you logged on as a domain admin?
