Failed to execute request because the App-Domain could not be created. Error: 0x80131534

i just have installed vs.net 2003,but can't new a asp.net web
application ,the UI popup a messagebox says "internal
server error".

i look at the event viewer,their is a new error
message:"Failed to execute request because the App-Domain
could not be created. Error: 0x80131534 "

who can help me see this problem,thanks!
