My additional DC went thru the DCPROMO with out errors,
but after the reboot didn't create sysvol or netlogon
shares...even after 3 hours.....

I tried to DCpromo again to remove the botched
install...but it wouldn't work...unable to contact active
directory...

I had to back the server out and leave the NT4.0

now I have rebuilt the server, but the DSA object is still
in sites and services... and I can't delete it.

I am afraid to try again with the rebuilt server seeing as
it will have the same name as the NT4.0 and the "ghost"
in sites and services

Please help..

You need to do a metadata cleanup and you also might need to use ADSI Edit
or Ldp to delete the object. Don't forget to clean up the DNS.

Sounds like a DNS issue. I have also seen similar results
when the DCPROMO is run from a "server operator" priv vs.
a Domain Admin. Make sure you are using a DA acocunt to
run the DCPROMO and make sure that "to be promoted" server
can fully resolve the DC specified in Sites and Services
to be the replication link.

You can use the NTDSUTIL.exe to remove the "ghost server"
from your S&S and this works well. Do a google search
on "remove Domain Controller when DCPROMO fails" you will
find the walkthrough.

Do not expect the SYSVOL to populate rapidly depending on
your WAN links. It takes our environment several hours to
repl the entire folder.

-Good Luck.
