Hi Hwong,
On the Windows Update site, in the left-side panel, there is a link to the "Get help
and support" web page. This "Getting Help and Support" web page has a link named
"Windows Update troubleshooter". If you click this link your browser will open a Web
Page that contains resolutions to common problems. One problem listed is titled
"When trying to access the Windows Update Web site you receive the following error
message: Access Denied. Please check with your System Administrator (Windows XP and
Windows 2000)". This message is similar to the one you posted. So perhaps following
the steps given in the Resolution section would remedy your problem.
And if your problem is not resolved using the Resolution mentioned above, the
aforementioned "Getting Help and Support" web page has a link named "tips and
solutions for users like yourself". If you click this link your browser will open a
Web Page to the Peer-to-Peer Forum for Microsoft Windows Update (AKA the
microsoft.public.windowsupdate newsgroup). That is the newsgroup where the
windowsupdate experts hang-out. So perhaps if you post your question there, a
windowsupdate expert can help you resolve your problem.
