faded menus

Whenever I open any drop down menus in a program (File,
Edit, View, etc.), the menu is faded to the point of
being barely visible. I have tried adjusting various
settings but nothing seems to help. Any advice?
 
Right-click your desktop, properties, Appearance tab, advanced button, scroll down to
menu and try adjusting various settings.
