F Lock on Microsoft Keyboard

Is there a way to go into the either the BIOS or keyboard
settings to keep the F Lock key on at bootup? My wife is
blind and uses JAWS as a screen reader. My wife uses the
F keys to navigate MS Word and other programs as well as
JAWS using them for it's applications. I would like to
make it so that she does not have to press the F Lock key
at the beginning of the bootup and that it would
automatically come on.
Any suggestions?

The F Lock key is a hardware switch. It cannot be controlled from outside
of Windows. By making some registry changes devised by MVP Jason Tsang, the
key can be remapped to behave differently after Windows is loaded:
F-Lock off -- the function keys are enabled (F1, F2, etc)
F-Lock on -- the extra key functions are enabled.
