EZ CD Creator Installation problem

When trying to install Easy CD Creator 5.3.4 with a new CD
writer on a Windows 2000 Dell laptop (CPx750), I
continually get an error that the installation wants to
write to COMCTL32.OCX and it can't, and asks if I have
permission to the directory? I checked and COMCTL32.OCX
is in the directory indicated in the error message. I am
logged on as the administrator and the administrator has
all permissions for the directory indicated
(C:\Winnt\system32\comctl32.ocx

Any suggestions of next steps?

This file has to do with ActiveX. Looks like a
confliction with COM*32.ocx files and registry
there are three files, search for COM*32.ocx, delete these
three files, DO NOT empty recyclebin, download Regclean,

run regclean, restore files in recyclebin,run Regsvr32.exe,
(EX.-at start run, regsvr <file name>), do all three files
