Eye in the Sky - possible spyware????

I just recently had this computer built. Problems already shouldn't be
happening. I am using Windows XP Home Edition. Avast Virus Software.
IE/Outlook Express.
A couple of weeks after I started using the computer on a regular basis, I
suddenly noticed an "EYE" that appeared on the top of the screen, just above
the toolbar and just to the left of center screen. It comes up and blinks at
me, while it is there the overall screen dims. Then about 15 to 20 seconds
later it goes away. I have tried to print the screen to catch it, but won't
work, so I took a digital picture of the screen. I have talked to several
people, including Avast and a Microsoft tech through chat. No one has ever
seen this before and has no idea what it is or what to do about it. If
someone knows about this please help. I can send a copy of the picture of it
via email.

The newness of your computer is irrelevant. It only takes a single click
on the wrong link for a Windows machine to become infested with
malware. This does not mean your particular computer is infested, but
if you want to be sure do at least some of these general malware
removal steps, including the preparatory work:

Once you have determined that the computer is really clean, if you are
still getting the blinking eye, do clean-boot troubleshooting since
something is running on your computer and only you can determine what
that is:

In addition to Malke's excellent advice , inspect your system.Goto
Add/Remove programs ,see what is there.
Open C:\Program files and see what is there,all programs.

Open Task Manager
CTR+ALT+DEL
and see what is opeded.

Download Process Explorer from Sysinternals and use it to see what is running
http://www.sysinternals.com/ntw2k/freeware/procexp.shtml

Make sure your computer has a firewall deeply controling the situation -
what comes in and leaves your computer.
