External modem not available

If an external modem connected to COM1/2 is NOT powered on
when XP starts up, you are unable to use the modem as XP
says it is "not connected". Powering on the modem after
XP has loaded does not fix the problem.
Why does XP recognise other plug & play devices, but not
detect such a simple thing as a signal on CTS to detect
the presence of a modem?
Is there a patch for XP to get around this?
It is most inconvenient to have to have ALL peripherals
powered on BEFORE XP startup: otherwise one just has to
shut down the pc & perform a complete restart just to use
the modem.
 
Have the same problem. tried everything I can think of to
no avail. There appears to be very little help for this
problem - Microsoft does not appear to be interested in
helping.

Name, make , model of modem?
Did you try 'Standard 56000 bps modem' from modem list?

I recently upgraded hardware and installed XP. Then had the same problem as
you.
XP could not find the drivers for my modem and selected what it thought was
best fit, a Rockwell PnP modem.
This would work fine, if like yourself the modem was on at bootup.
I downloaded slightly more up-to-date drivers and installed them.
I then deleted and re-installed the modem, taking the manual option in every
case when Windows asked if I wanted it to install "automatically". Finally
after several attempts I installed the modem & windows accepted it.
It now works at any time, even if it was not on at bootup. The modem is
*not* shown as a PnP modem.
