External internet not connecting

I have a problem I have seen twice in the last week. I cannot to connect to
any external web pages with IE6. I can connect to internal web pages and I
can ping external sites but not connect with the browser. I am on a network
which has 60 users and all but this one can connect. I am on XP Pro SP1 with
IE6 SP1. I have tried uninstalling and reinstalling and also ran the spc
/scannow. Still not able to connect. On another site the same thing
happened but I was able to connect with the MSN browser but not the IE6. I
have ran virus scans and spybot tools on all but no results. Is there a new
virus or spybot out there? Any ideas why this is happening?

WinXP SP2: Go to Start | Run and type
CMD
In the command window type
netsh winsock reset
