External HDD doesn't work correctly! Please HELP ME!

I have an external hdd 2.5" fujitsu MHT2060AT USB (60gb). My OS is WindowsXP
SP1. When I turn on PC, the hdd doesn't appear in "My computer", though I
see it in "start->setup->control panel-> manage- ment tools->computer
management". If I disconnect USB cable of HDD and then I reconnect it, hdd
works correctly. After this operation, if I reset PC hdd works but if I shut
down and turn on PC
again, hdd doesn't work.
 
I have had similar but not identical experiences. Sometimes it seems as
though the external drive letter assignment does not work correctly,
and the OS does better with the external drive coming in last and then
getting its drive letter last. The way I got around that was attaching
the drive after the system boots, making sure you can see it which
apparently you can, and then go into device manager and assign it some
drive letter that will not conflict with any hardware or network, like
q: or something up there. Unless you have a network q: drive, of
course. Then, each time you boot it should reserve the letter q: and
work properly. Let us know if that helps.

I have tried many drive letters, but it doesn't work. I forget to say that
external hdd hasn't an external Power Adaptor
