External HD not found!

I bought a Western Digital external hard drive. My first computer
found it fine. My second computer doesn't find it. How do I make my
second computer find it. It's a Sony laptop with Windows XP.

Try another device on the port (USB??? I'm guessing)
to see if the port is even working
 
I did that. The USB port is working. I just got a popup message saying
"USB Device Not Recognized ..."

Next?
