external hard drive doesn't stop

Using WIN 2000, my Western Digital external hard disk can
not stop , even after shut down of my computer. This is
the only problem I have. Everything was perfect under win
98 !!

What type of external drive, i.e. Firewire, USB1.1, USB2.0, SCSI, etc.
