External CD-RW Keeps Disappearing !!

Greetings all & Happy New Year !!

I have an external CD-RW that when installed under XP Pro & 2000 SP4 shows
up OK in "My Computer" as a CD-ROM drive BUT only when it is physically on !
As soon as i turn the unit off, it disappears !!

I had no need to install drivers via the included CD since the manual said
the drivers were native to both 2000 & XP.

Any ideas as to how to keep the darn thing showing within "My Computer"

Yes (forgot to mention earlier) it is USB - bummer, if that is normal guess
i'll have to live with it.

What do you think about attaching to comp using an AC powered USB hub, would
that make any diff ??

Hewlet Packard have done an advanced diagnostic on my Compaq FS740 CD ROM and it is ok.On MY COMPUTER,drive D keeps disappearing.Checking SYSTEM INFO,it cannot be found.With SYSTEM RESTORE I can get it back
It seems to be able to disinstall itself.Sometimes after restarting the pc,it is back.When a dvd is inserted ,media player/cannot see it,and keeps the disc inside,without releasing it-The drive is SONY CD-RW CRX1611operating with XP PRO....the media player says dvd in drive not recognised.....
