What does Dreamweaver do that Expressionweb cannot - o vice versa?
I must chage from Frontpage and update my website - not sure what to do - I
need a programm that will allow me to use data bases,

Suggest you download the trials for Expression Web and Dreamweaver and
compare them for your self.
Expression Web has support for asp.NET and Microsoft Databases (Access and
MS SQL Server), with some support for PHP. I have never used Dreamweaver,
so cannot comment on that program.

Dreamweaver has lots of online {official} tutorials

Web you have to rely on us via these newsgroups or forums.or unofficial
website. Apart from that, both can create a website using latest
XHTML/CSS. None of them can still help you on HTML 5 but this won't
matter because browsers aren't ready yet.

To open a new browser window:

In Dreamweaver:

Select the text (or image) that will trigger the link.
Apply a null link by typing: javascript:; into the link field in the
Properties panel.
Open the Behavior panel (F8)
Select the Open Browser Window behavior
Select the Url to display and set the window properties accordingly.
Click OK

The link will now open the page in a new browser window with the size and
attrbute settings you determined.
