Expression Web Designer alternative

I looked into Expression Web Designer as the next step after FrontPage
but it is much more than I need. I remember from a previous post there
was an alternative to it. What is it please?
 
I've not heard of any alternative (except you can continue using Frontpage
as you always have).

What is in Expressions that is "more than you need" ?
